One of the most important tasks to be performed in successful Head Start programs is the selecting and enrolling of children and identifying those children and families with the most need in their communities.

While every Head Start staff member plays an important part in the execution of community outreach and enrollment, Head Start's Eligibility, Recruitment, Selection, Enrollment, and Attendance (ERSEA) is the lifeblood of the success and continuity of the Head Start program.

ERSEA facilitates the recruitment and enrollment of children from birth to age five who are from families with incomes below the poverty guidelines, homeless families, and families receiving public assistance such as TANF or SSI that are eligible to participate in the Head Start Early Head Start Program.
